Ah so you don't know her. So here's some helpful perspective, you don't like her, you like the possibility of her. I'm saying that not to be an asshole or anything but as a reminder that whatever her responses are it has nothing to do with you and you aren't losing much if it goes negative.
That being said, it's simple. You gotta talk to her and see if she's willing to have a convo with you. You're first message was weak since there was nothing for her to latch onto. That emoji shows low interest and a quick reaction BUT chances are she might have looked at your insta. So you best hope your insta is fire if you're gonna be DMing strangers on IG. It's okay though, that's just a first message to gauge interest. Next story reply you should actually initiate a convo like "hey you're so and so's friend. Are y'all still going to...". The goal is to show that you are connected in some way and that moves you from complete stranger to social acquaintance and increases the chances of her talking to you because you both know the same people. From there it's your own flirting and communication skills. Don't stay on IG for too long and try to link up irl.
