Make it a fun active date where touching is actually possible. No dinner dates where you sit across the table and can’t touch each other. At the very least get drinks and try to sit in a booth where you’re sitting more side by side. If you’re sitting across from her, tell her you want to show her some pictures and go sit next to her. Show her the pictures and just don’t move back. In a high point in the conversation (laughing, climax in a story, emotional spike of some sort) touch her on the arm to emphasize a point but don’t bring attention to it, continue talking. This is just an excuse to break the barrier smoothly and put touching on the table for you both.
A general point on touching is to always initiate but allow her to reciprocate. For example, put your arm out for a hug but allow her to lean into you before actually hugging. Put your hand into her hand but let her close the fingers first. Kiss her lightly at first, and if she kisses you back, kiss her more intensely. You should aways be paying attention to her reaction to your advances. If she flinches or closes herself off in anyway, just simply stop what you’re doing. It’s not bad, it just means to backup and build more comfort before going back to touching.

When I'm leading her somewhere I stick out my hand and usually she grabs on to it. That starts by breaking the touch barrier. After that if she seems into it I just keep holding her hand
