He isn't shy, he's just not interested enough. Trust me (as a man): if we want something, we try to get it even if we look like total fools. Especially online where it's a safe environment. Just focus your attention on someone who makes the effort ;)

I disagree with him. Online isn't a safe environment; in fact given the ability to screenshot and share stuff, I'd say I feel less safe online, though that obviously varies person to person. If he felt you weren't feeling it or he was shy, he definitely could have backed off despite being interested.
Ultimately the question here is if you're interested. If you are, ask him out. If not, don't.
