There could ne any number of reasons why that happened: she's fuckin someone else, not enough comfort, her STD tests are pending, etc....only she really knows why she didn't wanna get down with you.

The one thing that sounds certain though is she has low self-esteem and in my opinion, you should next her. That'll probably make her wanna have sex with you though, just so she can validate herself.

It is possible that she just didn't want to have sex with you. But it's quite likely she was telling the truth. Some girls are terribly insecure about their looks, even when they are above-average in attractiveness. Also commonly heard similar ones are "I'm not shaved down there"/"I'm too sweaty right now".

Making her strip in the open can put her in a spot like she's being scrutinized for every inch of her body. You could have done better by making out with the lights off/under a blanket. Get the clothes off piece by piece while you both are under it, and gradually slide it away later.

Avoid situations where she might feel she's being judged (you should not be positioned for a clear view of her stomach when she's taking her clothes off, also don't stare at her). If you do this well and she still doesn't relent then she probably doesn't want to have sex.

She did like you. Otherwise she wouldn't heavily make out and come to your place.
She thought you would judge her in one way or form.

From your end:

You didn't create enough comfort that she wouldn't feel judged.
You weren't smooth because you esclated and got rejected multiple times. If you hit the iron while it is hot, it will bend. You're syncness with her was off. You were trying to get laid instead of feeling what she was feeling and molding the vibe into a hot heated frenzy.
You did not lead the sex. You were just hoping that she would comply with you initiation.

Women have what I call an inner core which which is a vortex of feeling and emotions. Women rarely follow logic, they follow their feelings. When you talk to the girl, you should address her core, her raw part of herself. She will ramble and dance around what she feels but it is up to you to know what she truly and deeply wants and give it to her. She won't comply with anything else. You didn't get laid because getting laid had a significance to you more than just good emotions. If you wouldn't care if anyone knew that you got laid that night except you and her, you would have gotten laid.

Women with hold sex with guys they really like, i don't know why but it seems to be true..

Whenever you are out with her let her know you appreciate about her, if she is overweight don't say anything like "you are hot" unless it is not genuine..
