Use a situational opener, talk to both of them, isolate and set up to meet her at a different location, one easier to escalate. She's just a girl and her mother is not a Hydra trying to kill every single person that tries to talk to her.

Walk up, introduce yourself, then say to Mom "Excuse me, but if you could give us a second, I'd like to hit on your daughter".

Either she leaves or doesn't, either way, just directly open and #close the daughter in front of the mom.

Why wouldn't the mom want her daughter to find an awesome guy to spend time with? If you open confidently, she will basically throw her daughter at you!
