Don't be coy. It's like he won't be making any first moves, even if he's interested. That is, if he's an introvert like you say.

For a woman in a situation like this, it really is pretty simple. In seduction terms: rapport->comfort-> isolation -> escalation. Now, you seem to have the first two already. So, what you do is get into a situation again with him, whether it be a party, a cook out, or whatever, and then isolate him from your group of friends. Go for a walk, have a conversation with him in the other room, whatever it takes.

Then, talk to him for a while, maybe 5-10 minutes tops. Manufacture a silence. Look at him in the eyes, step into his space, and kiss him, but not too long at first, maybe 3-5 seconds. Pull back a bit, look at his face. You'll know if he liked it or not. If he did, go full makeout immediately.

And if he doesn't know how to take the lead from there, well you probably don't want to spend too much time with him. Not all introverts are losers but if an introvert cannot take the lead with a woman once the door is open, you'll come to hate him down the line for being more of a pussy than a man.

Done and done.

You can also ask him on a date (really doesn't matter what it is as long as it's the two of you and shows you are interested in him). Than after the date kiss him (if he walks away awkwardly just call the fucker back, my first gf did this on or first date back when I was a shy little afc and it worked out pretty well).

Whoa. This scenario hits really close to home... like, REALLY close. So here's the deal: If he's as introverted as you think, he'll likely not make the first move, so it'll probably be down to you. There are already two great suggestions here, and in my opinion, either one would work if he's actually interested in you, which, from what little I understand, I would assume yes. I recently spent a weekend with a girl I've known for a long while but only recently REALLY gotten to know, and I only wish I had made a move before I let her go off somewhere for the summer. :P

He probably won't make a move. Especially if he isn't 100% sure you're interested, and given the situation with his friend.
He may reject any overt advances made in front of friends.
He may pull back after you show interest (but that doesn't mean he isn't interested). He may just need time to go back and internalize it. Next time he'll follow up or initiate.

Here's what's worked with me:

Show him you're interested. Themoor had some good tips about hetting him isolated, and I liked what derGraf_ said about putting your hands on his chest. I'm not going to make assumptions about his social/dating skills, so you want to make it unambiguous. If the moment comes, kiss him/escalate. If the moment doesn't come, don't worry about it. Give it at least one more go (on a separate occasion).

It sounds like you have most of the advice you need, but you may have to modify the escalation. As a guy with trouble escalating, I know I tend to freeze up when the moment comes. Get him isolated, get very close to him, then do one of two things: 1) Say something like "Are you going to kiss me now?" It turns the call to him, so that he isn't surprised when it happens and feels like it was his decision. If he freezes and gives a sarcastic rejection, pull him in and go for it, he'll follow. 2) Get close, put one hand behind his head, pull your heads level but a foot apart, and tell him to kiss you. It's the same concept, different approach. The only true rejections are a friend-zone and an outright "no", otherwise he's just nervous. Sorry about the essay, good luck.
