I remember this being mentioned in a video by Gambler. Women are more likely to show IOIs when they know you cannot approach them, because it involves no risk for them (presumably of an awkward approach and conversation). For this reason, when she is on the phone, with a boyfriend or even just with a friend, she feels more comfortable showing IOIs because she knows you wont approach.

It might just be they are glancing in your general direction and notice that some guy is glaring at them as he awkwardly walks bye.

Because:

talking with a known person transforms it into a more comfortable zone for them, so they don't feel as much need to shield themselves
when talking with someone over the phone, they are using part of their mental processing power on that so they cannot use as much of it on manipulating the social narrative

I kind of know what you mean. I tend to make eye contact with girls out of habit and yeah what you're describing happens. Usually one of both of us is busy with something and we happen to lock eyes but don't look away right away. Then a little bit of eye fucking from one or both parties and then nothing most of the time. Haha well your heart rate might shoot up. I think this is called "Coup de foudre" in french, the closest English translation is love at first sight but not quite.

Same thing happens to me when a girl is with her boyfriend. One time I heard the BF ask her "Do you know him?" I didn't.
