Does the 5 second rule apply when a girl enters a building you are in already. Like say if you are in a coffee shop sitting down and she walks in, what would be a good opener?

Try to create an situational opener. If you're at a cafee drinking coffee/tea. Open with something about that. "Hi, I've never been here before, how is the coffee?"

In a clothing store, use it to your advantage. "Hi, was told by a couple a friends of mine to buy some new shirts, tell me what you think of these"

Never heard about 5 second rule for these encounters. But if you get positive eye contact, get of your chair and apporach.
