Engage her, ask her a question, etc.

"What do you think?" Clearly indicate for her to join the conversation.

If she is shy, you gave her an in to the conversation. If she's a bitch, she'll be a bitch. The trick is to confront them without risk of calling them out for being shy or not social. You don't want to be confrontational, just inviting.

First off, good for you...secondly, I know that I, personally, would not like someone asking my friend why I was so quiet if I were right there. some people are just quite, some people would rather observe and not participate in conversation, and some people are just bitches. Any way, you should just let it go and be content with the fact that at least of of the girls were totally into it.

So I approached the girls and sparked up some simple conversation, asking whether they thought it was weird for a guy to decorate his room with candles. I noticed that one of the girls was much more receptive to me than the other....The other stayed quiet besides a quick comment or two.

I want to know if it's more likely that she was shy or that she was annoyed/intimidated by an approach.

She wasn't feeling it. You can't control that.

Though I should point out that opening with a line rather than a "natural opener" based on the situation, means that it's more difficult to guess whether she wasn't feeling you or the line you chose.

[Side note: Why use a line? You realize that, when you use a line, you're not so much screening for girls who might have interest in you, so much as you are screening for girls who might have interest AND don't mind a guy who's going to walk up and interrupt their train of thought with a random line that had nothing to do with anything.]

There's no way short of mind-reading to know WHY she wasn't feeling it. We weren't there. You were. So whether you know it or not, you have the best information on this matter.

In a situation like this, how should I handle a person being quiet? I was thinking something like "hey, why is your friend so quiet?" in a playful, teasing manner but I'm not sure.

No. I wouldn't handle it like that. Doing what you suggested would come off as needy. It suggests that you aren't comfortable unless you're getting approval.

There are at least a few reasons why she might have been quiet and there's no reason to waste energy in any of these scenarios:

She was turned off by your opener. You could avoid this by not using lines to open.
She was turned off by you in some way. Possibly no way to avoid this.
She was having a bad day and didn't feel social. Really no way to avoid this.

Game isn't about turning quiet or lame people into louder or more awesome people. There are too many variables at play and you only have direct control over you. This is more like poker. You do the best with the cards you're dealt. And sometimes there is no possibility to win even if you're making the all the right choices. Sometimes a win will fall into your lap. And everything else in between.

Nice job in approaching. Personally I would have said they were both really cute and then go on with that. For the girl that was quiet in my case I would have just continued on with the other girl and maybe focused on closing her.

If you want to bring her into the interaction, go for it. If you are interested in the friend who's receptive and her quiet friend is not being a damper on things, then focus on the one you like and that is being receptive.

Teasing about one of being quiet might kill the vibe for you, I would address her silence in a neutral manner and try to use that as an excuse to get her engaged.

"you've been sitting there quietly this whole time, I definitely want to know what you think."
