Is the gym a bad place to chat with women? And how do you get talking to someone who is wearing headphones/listening to music?

I wouldn't talk to anybody with head phones.

In the gym I would make eye contact with every girl there and only try to talk to them if they were taking a break from their workout and if they had reciprocated your eye contact.

There is no BAD place to chat with women, only places with obstacles that you need to overcome should you decide it's worth it to take a shot

Headphones are not a big deal. Tap them on the arm or shoulder, and motion for them to take out their headphones when they look at you. Open like usual.

Personally, I don't do it because I'd rather not deal with having to see the girl again if it doesn't go well, that and when I lift I"m not usually in the headspace to approach and interrupt somebody's workout. That being said, that's me. Don't let anybody impose their limiting beliefs on you. Almost any approach can work at almost any time.

Just stare at them intently until they take their headphones out. If you do it long enough eventually they'll take them off and ask you why the hell you're staring at them, at which point just be like "what?" and then go home.

It's as good a place as any. But if I'm going to the gym, I'm there to work out; I'm not there to chitchat. You'll find a lot of people share that sentiment. Be prepared for a decided lack of interest in conversation.
