I find that a lot of girls are slightly more timid then men are when i look people in the eyes as i pass by. It might be because i am a woman though, and i happen to look everyone in the eyes lol

From personal experience i know that when people look me in the eyes first, i normally don't react with a smile until i see a friendly or playful expression. Maybe you aren't giving her enough time to react? Try nodding to her with a slight eyebrow lift and then a playful smile, instead of just smiling. The upward nod says, 'look up at my face', the eye brow lift keeps the attention and then the smile is the most important part of the presentation. If you have that drop dead gorgeous smile at the end, it makes me giggle and blush like love struck idiot every time.

eye contacts to passive for anything to come about from it.Its only necessary to keep eye contact in conversation, otherwise you're just expressing your sense of vision..like everyone else. Its like studying for a math test by looking at examples but not doing anything. Just say hi.

I think its a decent exercise but I think trying to have a 3 second conversation where you hold eye contact with people is much more valuable. The barista, the checkout girl/guy at the supermarket, whatever. When they say hello and ask how your day is going, actually look them in the eye in a friendly way and tell them its going great, and ask how theirs is. Little interactions like this add up and before you know it you're having full-on conversations with these people who have now become friends or at least acquaintances, you are more comfortable making eye contact, making small talk, and conversing with strangers.

The trick is not to look at women who are walking by you. You are putting too much pressure on them. Instead, don't be like all the other guys who stare at these hot women. Focus forward and as they get close to you make a motion with your hand, lean back, anything to catch their attention for a quick second. That is when you have the opportunity to glance at them. When you do this make an intrigued face or something that displays an interested emotion. Now you have planted a seed and can proceed to introduce yourself.

I've heard many think Eye contact with a stranger is often seen as creepy or impolite. You're not engaging them on any social level so it can be very intimidating.

Might be different if you catch a girl checking you out however.
