That's because your smile is fake and cheesy probably. Plus, I'd say 75% of girls often immediately avert their gaze of you make eye contact. I like to make it a game where you try and make everyone smile back at you. Basically in my head I'm screaming LOOK AT ME SO I CAN SMILE AT YOU. If a girl actually hold eye contact (<½sec) then she noticed you, and immediately that makes me happy, so I smile genuinely. If she smiles back, that right there is a huge indicator of her attitude towards you. Read it like a book. Big teethy smile means come talk to me now! Half grin is just manners.

If you do a genuine real smile and they really smile back and don't look disguised, then the cheesiness is all in your head. Stop giving a crap about it! Smile at everyone too, waitresses, cashiers, family. As soon as you meet their gaze, big happy smile. It will become second nature.
