Well, first off. My rule is: "Don't shit where you eat". As cute as they are you would rather meet up with their cute friends if you can't find any other options. Check, if possible, where they hang out in the weekends.

On the other side of things. Improve yourself. Desperateness to get back into a relationship doesn't work in anyone's favor. You will get shut down before you even approach at times. So take it easy. Do some reading. Take on a hobby. But for yourself and no one else.

Don't game people you work with. It will end badly. Use them for social proof.

Start very small... in normal conversation, try to be funny or saying something about yourself she might not know and might find interesting. Ask a question or two about her afterward (not too many as to seem like you want to find out which window to climb into at night to get into her apartment). This all has to flow in casual conversation. And nothing inappropriate, of course.

You have to really try to be perceive toward her reaction--it's easy to know if she reacted positively or negatively. The key is to know if that positive reaction is genuine or just being polite.

Do this on a few different occasions so that she thinks you're normally an interesting/funny person, and trust that you're not a weirdo or creeper.

If she doesn't react genuinely positively toward you, I'd abort. Sure, she could be having a bad day or just reacts different than most people, but you don't want to risk harassment. Harassment is in the eye of the beholder... and she's the only beholder.

Once you've established a few genuinely positively received interactions, invite her to something with a low time commitment and in a familiar place. Lunch, coffee or Happy Hour near work, perhaps.

If she says yes you're obviously golden. If she declines, pay attention to her reasoning. She might not tell you the truth, but she'll tell you what she wants you to think is the truth. That's really all we're concerned with here. If the reason is schedule related, try no more than one or two more times to find another time or ask again. Sure, people play hard to get, be we are more worried about that harassment.
