Just be honest with her, but say you would still like to get drinks and suggest your plan! Like you said, you don't want to lie in this situation. I've had it the reverse where the girl is under 21 but we still find stuff to do.

Tell the truth and schedule a meet up time/place. Maybe an outside picnic, u bring food and she brings drinks.

Tell her whatever you want to do.

You should be confident enough to state your interests, do you want to do what you want to do or do you want to, instead, meet social expectations?

And let's assume for a moment that she dislikes your response, even if she does, she probably appreciates that you have a backbone.

If you don't want to bring it up now you'll have to suggest something more appealing to her that you can both enjoy. A similar environment and time just a different activity. Otherwise I would be honest up front then suggest an alternative right off the bat. I wouldn't worry so much about being persistent on making sure you two can still drink either. That would come off as being reliant on the liquid courage although I do not dispute the magical stress relief a little booze can give you haha.
