In a bar or club, women have an expectation that a guy will walk up to her and chat her up. I have always avoided approaching women during the day in a park or restaurant, for example, because I felt that there is no such expectation. If a woman is reading a book in the park, I have always assumed that she would take any guy approaching her as being very forward and creepy. Same thing in a supermarket or restaurant.
