You can:

be straight up and tell them you're not interested in pursuing anything and you'd rather let them know now before leading them on any further
cancel plans enough times that eventually they'll get the hint and the conversation will stop happening
or completely flake and stop responding... This is a dick move but apparently the norm now a days.

Be honest with them from the beginning about what your expectations are.

I just start ignoring them. Honestly, I have tried all the different ways, and the reason most people ignore in my opinion is because it works the best. EDIT: I will also add that this is a good approach as well because it allows you to more easily rekindle things if you change your mind. (You leave yourself open to make up some story later on why you dropped off the face of the earth). I have hooked up with many girls that I just started ignoring for a long time (months sometimes years!). I have never been able to change my mind and get a girl I told I wasn't interested in anymore.
