Where I grew up it was natural to give hugs and kisses on cheeks to every woman you meet, I kept it and makes kino much easier.

You're way over-thinking it. If you think "If I touch her she will call the cops" You setting yourself up for a ton of anxiety.

The best times to touch a girl if you're cold approaching..

If it's loud and you can't hear her, put your hand on her arm/shoulder/back as you lean in to hear her better.
After you got her number, say "it was nice meeting you" and put your hand on her arm.
Tell her that's a cool ring/necklace/bracelet. Grab her hand/arm/necklace to get a closer look. SMILE while you're doing this.

But really, you need to stop thinking "what if she doesn't like it." You need to think "What will she do if I touch her." Be curious, not trying to win her over. You calibrate after the action, not before. If she pulls away, fine. If she lets you touch her, great! That's your goal, find out which one it is.

I often start by standing side by side, arms touching, or by touching a girl's arm with mine to get her attention. There is absolutely no way anyone is getting arrested for that.

In time, if she's not pulling away from those touches, you might touch her arm with your hand, and then in time maybe play with her hair. I'm not talking about much time...this could happen in 5-15 minutes.

Makeout is a common next step.

The touches can start out extremely small where no sane person would mind, and certainly no cop would arrest you. And then, if the responsive is positive (read: not negative), it can escalate quite rapidly. The important thing is that she has a chance to reject it at every step. If she does, certainly back off immediately.

Most girls i've seen who get very mad do so when some guy (not me) is touching them, they ask him to stop, and he doesn't. DO NOT do this. And that is a very legitimate reason to get mad, I'd say.

Also, obviously, if someone's idea of "kino" is just randomly grabbing some girls breasts or ass, that will cause big problems. And rightfully so. Random groping is not what kino is about. Not remotely.
