If you really don't want to wait for her to do it, or ask her, you could always find some other way to get her face close enough to yours to make it work. Of course, finding a good excuse for her to lean in, and timing it correctly with the 'flow' of the escalation is easier said than done.

If you both smoke (cigs will work, but really this is meant for weed), you could try asking her to 'shotgun', that is, inhale smoke that another person is breathing out. This actually worked for me, but it was in high school, and she had just started smoking, so she got all excited about it; take it for what it's worth.

Basically, I gave her the smoke (lips touching), she inhaled it and exhaled it, but didn't pull away, so I kissed her.

It sounds to me that she may be the one that has to initiate the actual kiss. I would just feel her out, and if you think she's feeling it at the end of the night, ask her if she would be down.
