I would recommend keeping your hands above her waist at first. You can use your legs to touch hers a little while you stand or something but I think going down there with your hands too early could sketch her out. Keep your touch to the upper forearms, neck, and MAYBE the low back at first. By all means, though, ANY touching is better than no touching. Better she think of you as a "creep" than an AFC.

Kino starts with something innocent as a handshake or a hug. It's what sets the stage.
A hand on the knee isn't necessarily going overboard if the situation/mood is right.
Use as much kino is necessary. There really aren't rules when it comes to this thing.
Yeah, really vague advice, but nuances like these are really played by ear. Highly context-dependent.

So when do I know the time is right for something like a knee touch? Should I do it in the middle of talking or when she's laughing and then continue talking like nothing happened

There really isn't anything you "should" do, because again, there really aren't strict rules to adhere to (besides obvious shit like make sure she's comfortable). You just have to play it by ear. If you don't know, then you need to be present to the moment and make an educated guess.

It's fine if it seems like it's no big deal, but I would suggest to keep your hand on her knee for abit longer before you close your hand. Also get her comfortable by starting with smaller steps. Brushing her knee with your hand and touching her shoulder.
