Ok so let's just take this step-by-step

Forget about women atm. You're in no place mentally to provide a woman with really anything but baggage. Kind of sucks, but lets just stop worrying about getting a woman for like six-months, maybe a year.
Join a gym and really start to focus on that. It'll be very hard, so find a buddy that either is going already or needs to go like you. This will improve your physical strength and appearance, but will also help discipline your mind. You could also start hiking regularly or biking or running if lifting weights isn't really your thing
Start eating healthier. This goes hand-in-hand with the gym except this is more about developing the mental discipline that you lack. Yes its hard, but that's no excuse.
Pick a new hobby to do RIGHT AFTER the gym. Could be guitar or poetry or painting or carpentry or anything that lets you CREATE. Video games and books are other great hobbies for relaxing, but you really need to find a hobby that releases your mental energies as much as the gym releases your physical energies.
Join no-fap. Ok this is prolly the hardest one to do, but fapping absolutely KILLS your sex-drive (for most men). Keepo your sex drive strong and you'll start doing things to get laid that you didn't even know you were capable of. On top of that, this is a SERIOUS mental exercise every single day that will undoubtedly increase your clarity and discipline when handling stressful situations (something women love ;))
Start to accept who you are. This is also very hard, but 5'5" aint shit to worry about. My coworker is 5'5" and his wife is a 6'2" bombshell. It's all about loving what God gave you and rocking it without caring what other people think. People will go from 'Ha, look at that short guy!" to "Damn, this guy is really crazy! I can't believe he has the balls to do that being such a short guy! What an inspiration!" not that it really matters what they think anyway. You do have great qualities and you do have strengths. Find em', rock em', add to em'.
Get some new friends. And at least one female friend. There is nothing wrong with your old friends (unless they keep wanting you to do drugs with them Edit: which is fine in moderation), but finding new friends is great to meet new people and learn about new things that you would enjoy doing. Also, it helps with social skills.
Love your fear. Let it drive you to do better. Are you more afraid of the massive amounts hard work that's going to be needed to grow up or are you more afraid of growing up alone and unappreciated?
Start hitting on women. I know I said don't worry about getting a women in step 1 and I stand by that. Keep it in your mind that you don't want a gf right now, but you DO want to get rejected. While youre building yourself up, take some time to get rejected by one woman everyday. You'll start to build up a tolerance to the sting.
Love failure. You will fail every-single one of these steps. That's really the only guarantee I can give you. You will fail, but that's ok, we all fail. It's how we deal with those failures that define us as a person.

This isn't going to be easy. This is not going to be quick. But you can do this. I believe in you.

Be confident in yourself and just have a good time. You have to be someone that woman will want to be with you can't be a slob, you can't be lazy, and you have to show a woman your worth. Walk around like you're ten million dollars.

Look up cognitive distortions in google. You're basing all of your self worth on things that are bullshit indicators of self worth. Having held a girls hand at age 21 isn't that farfetched in terms of the human condition.It's happened to millions of people before you.

Millions of people have gone through what you're going through, and you can do it. You can change.

Being in a similar situation, I can honestly say to you that if you're not in a good place with yourself then there's no way that you could handle being with someone else. If you're looking for reassurement from other's about yourself that's not really gonna help. I'd tell you to get in a good place for yourself (counseling, working out, doing shit to put yourself in a better place). If you feel worthless, then you're not really gonna show what you can offer to anyone else. I'd also tell you to not feel like being in a relationship or getting with girls is what you need to be doing to improve your situation. No one can make you better, only you can do that for yourself

Be glad that shit is fucking horribel. That means that when you get on top you'll be so much better.

Work out. Eat good. Sleep Well and similar. Meditate 20 minutes a day. Get fucking uncomfortable. Embrace that shit, get comfortable being uncomfortable. Stop victimizing yourself. I'm saying this because it's never good. Not even if you are a victim. It helps no one. Put the world on your back and fucking rock it, you're good enough as it is. Study happiness. Stop watching tv or playing video games etc. etc.

Keep in mind, if you're depressed, then it's ALLWAYS because of a cognetive distortion. There is never any reason to be depressed. People with much more to be depressed about than you have had extremely happy lives.

I say this to help you. I am currently getting over a depression and all i can say is that you think it will never be better, but if you work your ass off can guarentee you that it will. I know how it feels that nothing matters, i had to literaly watch Al Pacinos "Life is a game of inches" speech from any given sunday just to drag my ass to school. I did that, because staying home and playing video games made me no better.

Everything seems hopeless, but just trust me that it's not. You're good as you are, just work hard and others, but most importantely yourself will notice.

You need to take This as real advice. Stop caring about women, focus on improving you. Workout, get your place together, make goals and work for them.

While cheesy, I think it's solid advice in many cases. If you don't love yourself, how could others?

I'm 29.. Never held a girls hand.. Kissed a girl I really liked. Had sex.. And I've only been on a date with one girl. But I'm still optimistic about the future. At any point things can turn around. Stop being so hard on yourself it gets you nowhere.
