Join an extracurricular activity of some sort. Maybe a sports club? Or you could try and find a job, colleagues a lot older than you who have lived in the city for a while will no the ins and outs. I would advise you make friends with people who know a lot about the city first and then worry about the quantity ones you know more. Thereafter you can go to different places to meet more new people. Be chill and laid back but not lazy, people like a guy who's not too serious about things, not too lazy but still interesting and fun to be around.

Get ready to have a blast. Study hard but also party hard when you can.

Meeting people is quite easy. Don't be overly eager but not too aloof. Just confidently saying hi to people gets great results. Show interest in them and if you get a good vibe get their contact details (I like Facebook but here in Japan everyone uses line).

Hobbies are key. If you don't have any then try things til you find something you like. Put yourself in a position to meet people. Get out and about even when you don't feel like it.

I mentioned Japan earlier. I just moved here to teach English. I am below native toddler level yet in the last two weeks managed to make many Japanese friends. How? Hobbies and getting out there. My love is music and I'm also studying Japanese. Been heading to jam sessions, free Japanese classes and chilled music bars. People introduce me to other people and so on. Last week I met a cute Japanese girl in the Japanese class. Been on a few dates and messaging every day. The day we met I forced myself out of my apartment and into the world of people.

Each day is a new opportunity. The more people you talk to the better you'll get at talking to people.
