Depends how good of a friend he is. If he's like a ride or die best friend type, talk to him about it. If not, go for it yourself. It's a lot better to be on the offensive than playing defense in these situations.

About 5 years ago I got stuck in a situation similar to this. There was this girl in my class that I liked as a friend. We started flirting a bit, and I started to like her a bit more. At that point I noticed that my friend also liked her.

I had to make a decision so I chose my friend, instead of the girl, because we had been friends for longer and been through more. They started dating and I kinda regretted not taking the girl. They broke up in about a year, she had left him for another dude (that looked like my friend).

I still have a good friend, so I think my decision turned out well. But I also think if I would've acted first on the girl I would've had both even if the girl would've left me too.I
