Barley having time is still having time. Next time you see her start some small talk so the next time you have a better opportunity you have already established some sort of connection. Sometimes having barley any time can work with you.. "hey, you seem cool let me get your number so we can meet up sometime."

i recommend you first read, all the seductions threads on here and watch videos by Julien Manifesto, he may seem like a dick but hes awesome at giving advice and motivation on talking to girls, an just approach man, its the only way and just simplify it, your a guy and she's a girl all you have to do is say hello and see what happens from there, just don't leave it too long, because college don't last forever aha. its hard but yeah just approach her mate.
