This is a subject that is almost impossible to teach. This comes from experience. You can only pick up on hints and try to put them in proper context, but even then, without experience you will not be 100% sure.

Your problem is that you are scared. You try something that everyone is doing when he first hears about pickup: getting 100% sure ways to decrypt women. Without having to take risks. The problem with it is though, there is no "walkthrough" that describes you every single thing you have to do to not fail at all. This is because women are human beings. As human beings, they are as impossible to precalculate (individually) as men. So try to get away from that mindset of trying to get the perfect 0% risk approach to women, since that will not happen at all. You will have to fail, and you will fail many times before you get the hang of it, and even then you will fail. But inbetween, you will see success, the more you learn the more experience you get.

There seems to be some confusion on your part here. That's okay. But what you've done here is tell us the result, without giving us anything about what is leading to this result. That said:

The idea that NO girls have ever liked you is ridiculous.
It is incredibly likely that you simply have such a low view of yourself that you convince yourself that you're not seeing signs of interest.

And overall, you seem to be confused about how courtship works. In mainstream culture, unless he's a celebrity, the guy doesn't usually get to see if the girl is interested BEFORE he makes a move. While girls often show a level of receptiveness beforehand, a guy pretty much HAS to make some kind of move before the girl will show major signs of interest, most of the time.

You are letting your fear run away with you..... You have convinced yourself that you shouldn't make a move until you see something (interest) that you really won't see until you make a move! You've put yourself in a cycle that only reinforces the ridiculous notion that no girls find you attractive.

When in fact, what's probably happening is that some girls have been interested in you and either give up waiting for you to make a move, or your low confidence convinces them that they shouldn't be interested in you.
