So, as usual... Assume attraction, and go from there.

I've found that shyness has some overlap with submissiveness. So you might try being more direct. "Come with me. We're going over here." Etc.

The best advice i have found is in how you interpret their interest. Most guys will make a move, see her not reciprocate, and interpret it as disinterest. This is wrong. Reciprocation is not required (although it is nice).

You make a move and gauge her reaction. If you see good eye contact and/or a smile then you're good. Her positive reaction is her accepting your escalation and giving you permission to attempt the next escalation.

If she does not give good body language, or visibly recoils at your advance, she is a no-go at this time. Try again later. If you tried several times, and got bad reactions each time, abort, and move on to the next because this one's not interested.

I think these type of girls will respond normally to the approach that you want to do. It's just that, because you are in a different environment(ex. library) and not a club, you can't do the direct type of approach you normally do in a club. In this case, I think that knowing a little about them could work, I mean find out what class she's taking, or the book she's reading and maybe take it from there- use it as an opener. IDK if the cute movie stuff they do in the library to flirt actually works. Good luck!
