That's where you have to be a real person. Just ask them about life, have a conversation. My girl is like that, doesn't go out, so offering to go to a bar is not her thing. Fortunately, I don't drink either so here are my suggestions:

Mini golf is a great one. Spend time, laugh together, and have a friendly competition.
Great unique restaurants are awesome. We're going out to get doner food tonight which is something she loves but we have never eaten together.
Good movies worth actually watching. Depth, story line, etc. We've watched Rush, John Wick, etc. Great to get along with.
Froyo dates. Women fucking love froyo. Great way to find out if they're lactose intolerant. I recommend doing this early on if you like the booty. Gives you a heads up as to what is kosher for her to eat.
Go to the beach. Every girl likes the beach if you're on the coast.
Go bike riding. A lot of fun together, makes a great day date, and you can just go to the beach afterward.

Sure, I've been on many coffee/tea dates and even dated a couple of women who don't drink alcohol. Talk to them (about passions, and teasing/banter, some rapport, etc), and don't rely on alcohol to lower inhibitions.
