I'm Colombian as well and all I can say is you have a huge advantage if you look/sound like a foreigner.

I'd suggest spanish classes, but anyways most girls will be pleased to help you improve your speaking skills- you just have to ask them!

I went on vacation with a friend to Cartagena. Great place for nightlife, but I was definitely limited a little by my Spanish conversation skills.

I have blond hair and stood out pretty distinctly from what most Colombians look like and I think that definitely was a good thing, but I'm intermediate at Spanish so I was mostly limited by who knew some English as well.

I think until you get your Spanish down, the type of girl you should try to find is the one that knows a little bit of English and wants to learn more (she can also help you with your Spanish). This makes your interactions pretty easy since they can be based around language learning and then you can just physically escalate from there at the same time.
