Why did you text her "what?"? shes clearly very keen on hanging out with you, but your lack of interest should for sure by now have scared her away. Text her now about how her family trip is going. build on that, and then ask her if you're meeting tomorrow instead. You wont get any more chances if you keep waiting for her to text first.

There are no "rules" in seduction....
That rule is only if the girl is not showing sufficient interest. In this case, it seems that she does want to hang out with you but she is either 1) Nervous and flaking out at the end or 2) Had genuine reasons for not meeting you. In either case, if you really want to meet her you have to build some rapport and interest by texting (not too much mind you).

The reasoning i told you to text her, is because I would argue they sound like genuine reasons to bail. Why would she text you again after tuesday if she flaked cause she was uncertain? In either case a little rapport cant hurt

Cultivate your flirty sense of humor use SPARINGLY. Give her a nickname. Build interest, girls don't flake on guys they are interested in.

Usually, those who have interest offer an alternative date... I’d say, move on, plenty of fish in the sea!

Normally, I'd just say to drop her. But it seems like you want to see this girl. Check her out on Tuesday. If she ends up flaking again, tell her something like "my time is very valuable" and drop her (obviously use the wording you're use to.) Last thing you wanna do is get one-itis

You're getting toyed with.
She's going to take up room in your calendar and cancel immediately beforehand, causing you to alternate between feeling hopeful and rejected, more so each time until you have a meltdown.
Forget her and move on. Or double-book her into plans you make with less promising girls.
