He just has a very boring personality when he is with women.

What do you mean by "boring?" What's exciting is subjective sometimes so please specify what he does or says that's "boring."

I tell him to be like me a big flirt and to tease them,but he thinks its kinda rude.

He also dresses very old fashioned and has bad taste in clothes.I try to tell him how to dress and what to say but he doesnt want to,says its not his style.

Define "old-fashioned" and "bad taste." I hate to ask, but can you find a picture on Google Images or something that exemplifies his "style?"
In any case, this might not matter much; a guy shouldn't necessarily be changing their style just to get a girl.

Hes also a mr.nice guy and doesnt know how to charm women at all.All girls that know him just see him as a nice guy friend.

If he can make friends with girls, he's not as far as you would think; his issue is possibly not escalating or making his intention obvious through actions..... not so much being "charming" by your standards.

First off, realize that he might not want the same thing you want, the same way you got it. And that's fine. Guys don't need to be "exciting", they just need to be capable of connecting. If he really is making friends with girls, he has arguably the most important piece already.

I noticed that if i try to tell my bestfriends about pick up and seddit, they will never listen. They'll think its cool and interesting but never actually take action. UNLESS you literally go out with them and let them see you approaching girls and getting numbers, making out, etc. My bestfriend never really was interested in pick up. Until i went out, fucked a girl and poured it into his face on how pick up is not a scam and its an actual thing. He does it daily now.
