Failure is your miracle. Rejection is your miracle. Follow the 80/20 rule, for every 80% of girls you approach 20% will like you. Be yourself, i.e, don't hold back yourself. People will like you for you. And also, be persistent. Not to one girl, but the ability to get knocked down and get back up. Be good with all girls, not just the pretty ones. Look the 4/10 barista in the eyes and say thank you with a smile. It'll help you and her.

Since you're in college, the first I'd do is join a club or two on campus. That way you're always meeting people. Second I'd start chatting up the people in my classes. Help burn away some of that anxiety. The goal is to be comfortable enough around people to talk to them easily. From there you can start approaching the girls you find the most attractive.
