Depends completely on two things:

where you live. in much of NYC or in Washington, DC proper, not an issue since they have strong train systems.
Whether you BELIEVE that it is an issue. Self-limiting beliefs can be very problematic.

I feel like it will reduce your ability to get laid, just simply because of logistics. Not having your own transportation reduces your dating range and to an extent your ability to spontaneously go places, like yours or her place. In the end it will be a slight obstacle depending on your situation,but nothing too major.

Depends on how you much you think it matters. Some girls will not care, others will.

Its more about meeting the girl and making the connection.
