How to increase and display SMV as a woman?

In decending order of priority.

1) Weight. Get between 14 and 24% Body Fat. Below 14 and you're getting into unhealthy (for women) range. Weight is probably the biggest thing affecting SMV, probably for both men and women.

2) Neatness/Cleanliness. Don't be slovenly. Everything you wear should be cute/hot. Just throw out the lounging sweatshirt and replace it with a lounging robe/camisole. I know it's comfortable... it is for me too, but I don't wear that crap either. Always be clean, hair brushed and not oily, never smell (light perfume). Get GOOD at makeup. After weight, age is probably the biggest SMV factor for women and you can't help that, so you are going to need to get good with the makeup.

3) Be positive. As Dale Carnegie put it, "Never criticize, condemn or complain". If I think you feel good, then that makes me feel good, and in turn it will rub off on you and you will feel better! The opposite is true too. It's a feedback loop. If you don't like something, then find a plan to fix it or influence it to be fixed, but don't bitch about it. Negativity is very unattractive. Don't get offended either. You may not agree with everything I say or think, but deal with it like an adult and agree to disagree.

4) Draw out the man. Use your feminine charm and be interested and tactile. Maintain eye contact, smile, be deeply interested in what I am saying, ask clarifying questions and TOUCH ME. Just asking a question and putting your hand on the back of my hand, or shoulder or knee is huge in grabbing my attention. I have had very low SMV women turn themselves completely around in my mind just by eye contact and a brush of the hand. Never check facebook on your phone while in my presence. When you are socializing with me, you are socializing with me. As soon as you are socializing with somebody other than me, I'm getting ready to get up and go do the same.

5) Get what you want by being coquettish. Never demand. Any reasonable request you have is likely to be fulfilled if you just know how to bat your eyelashes and look like you need a hero to save you. Make sure you reward afterwards. It can be a peck on the cheek or praise, but reinforce that hero feeling.

6) Lay off the shit tests. A couple is okay. Constant shit testing is annoying and exhasparating.

7) Be interesting. Have goals, hobbies, a life. Be passionate about something.

8) Get fit. Do some squats. Lower body weight is more important, but a skinny ass doesn't compete with a muscular one. So lift some weights and tone up.

9) Build up the man. Use that coquettishness to elicit from the man actions that will help him achieve his goals. Guys get lazy and woman are great motivators. If I'm playing a video game and having a beer telling me I'm wasting my time is annoying and will make me keep doing it, but sitting next to me, rubbing my pecs and telling me I'm looking good and how you love the way I smell especially after the gym is very likely to get me off my ass.

10) Be loyal. If I ever think you won't stick around, then I sure as hell won't.

11) Don't ever let a dead bedroom happen. If you aren't sucking my dick then I'm already planning who will be. If I'm not asking for it, then seduce me.

What's the context of your question? To get an LTR, to get laid, etc? A woman could have a high SMV (great looks etc), but be definite no no for relationship (total nutter etc).

In other words, you can't fake it. Generally speaking, just like girls can tell if a guy is faking being an alpha, guys can tell when a girl fakes these attributes.
