Well if theres one thing I learned its that if you are starting from scratch you have to be willing to add value. Not just go out and say "I want hot friends so I have a cool social circle".

When I broke up with my gf with whom I had a lot of mutual friends that I lost in the 'divorce' I was in this same spot. I don't know what you are into so craft this to your own life style but for one example - my roommate and good friend is in a popular bar band, so if I met some cool people during the week I would invite them to get into the bar he was playing at for free because I had that connection. another thing was I work at a Mercedes factory so if we were planning a short trip to the beach or something I could arrange for us to get a really nice Mercedes to drive for the weekend.

Basically, at least in the beginning, the best way to attract high value people is to offer up value yourself. whatever that may be in your case. And it can be as simple as just being a fun guy to be around or someone who is really good at listening to people's problems. Hope this makes sense because I actually really relate to your question.

Well, it starts with talking to such people. Like it has already been said, add/give value. There's a simply psychological trick you can do, which i often do, you give people an honest compliment from time to time. This raises your value, because people like compliments, if they are genuine. If you have the right body language with it, you can also make it seem like that person is seeking your approval, that he now has gotten from you. When i meet a cool guy, i say "i gotta say, you are pretty cool man", while putting my hand on his shoulder, smiling. Sometimes they get really attached very fast, it's almost funny.
