Kiss on the cheek? I kiss my girl friends (notice the space) on the cheek at the end of a hang out. If at the end of the date all you get is a kiss on the cheek, this is up there with a handshake.

Ideally you want to start making innuendos at the end of the date, or maybe find a way to bring her home or go back to her place. But the typical average scenario will end with a kiss.

A kiss on the cheek, you might as well have been hanging out with your sister.

Granted, those are my two cents, but I also very well understand that everyone is different and there's no one size fits all. If you didn't get a kiss, no big deal. Text her after a few hours, or the following day. "Hey! I had a lot of fun, let's do it again." If she's receptive, you're still in. Take her on a second date and do your thing.

No kisses on the cheek. Don't make a date while on that date unless she asks you. Hug her goodbye and hold on to her while you go for the mouth kiss.

If she still gives you the cheek, don't call her again, she's not interested or is too much work.

Yeah you take it as far as you can until she says no. I’m your scenario I would have made some comment about her apartment on the way home and how you’ll have to see about some specific thing inside. Then once you’re inside escalate. Pour some wine or anything and initiate some physical touch. She’s probably wondering why you didn’t try and is thrown off
