It sounds like she wants to keep it casual? Best advice would be to not take this too seriously, but that can be hard to do for some people and you sound like you might be one of them.

She also just might expect you to do all of the planning and make the effort as well...the only way you can definitely know what is going on in her head is to ask her.

I would try and keep it casual for another month or so and then ask her if she would like to date exclusively.

I've had girls do this to me that did end up confessing they really (really) liked me, just hated initiating things. Either you get comfortable with it or not imho. She's not likely to change.
