No, but you need to be significantly more calibrated in terms of how you approach. If you're a newbie, I'd recommend you practice at a mall or some other venue you don't usually go to get properly calibrated when it comes to approaching girls

You can certainly cold approach. However, instead of trying to number close on the first approach, just get to know people and build a network. Networks are better for getting laid in college anyway. Read this article on how to approach in situations exactly as you've described.
