You have to remember if you're getting eye contact that means they're doing the same thing.

I don't get it. If they don't ever look at you, they have no clue where you are looking, so they can't really be thinking "he's a creep".

Humans are hunters. Our eyes are face forward. Being eyed is to be preyed upon. When we males humans eye a woman, we are "targetting" her sexually, and she knows it. It's not creepy, it's a key part of the mating dance. It's only "creepy" for women who themselves don't feel sufficient self worth or have issues that require them to define it as creepy to support their fucked up self-image or social model of themselves.

Nothing communicates your sexual interest like looking into their eyes in a piercing way. And you want to communicate your sexual interest (assuming that's what's driving you here!).
