How do you “make” a moment?

You can't really "make" a moment to be honest, it's something that just happens naturally. Id say just go for the kiss whenever it feels right.

Escalate physically with her. Start with some light touches on shoulders etc.
When you talk to her look her in the eyes and try to gradually move closer and if she pulls back you gotta slow down a bit but if she doesn't then that's a green light.
When you actually do go for the kiss make sure its nice and slow and not a pounce.
PROBABLY THE MOST IMPORTANT THING HERE. If she agrees to meet you one on one there's a very high chance she already likes you and wants to be kissed so i say just go for it because doing a little bit too much is always better than doing too little.

How did this escalate so one sidedly? Are you already over invested without even knowing if the two of you are sexually compatible?

You sound young so just keep in mind that neither of you have much of an idea of what each other wants in a relationships so take it slow and don’t get overly attached and stuck in a co-dependent nightmare that lots of inexperienced couples fall into.
