Ideally, she should say the words first, just like she should ask you about commitment first.

If you say it, don't say "I love you", say what you love about her. I love that you dress so feminine. I love the way you wear your hair like that. I love that you do my laundry and clean for me when I'm not around.

I see these as initial rules, and discard them once the LTR is established. I tell my LTR I love her every day. I'm her captain, she's my first mate. We chose each other, we love each other. You think it's beta to state your thoughts and feelings unabashed? Interesting.

Just because you love someone and let them know, does not mean you expect the relationship to last forever, nor does it make your love unconditional, nor does it mean you'll always love her, nor does it mean you'll never love anyone else.

Taking in account what /u/sobliminal said, you should only ever say it if she already said it. Just like telling a woman you like her, only do it after she already said it.

Let her say it first.

Never say it because of outside forces; say it because you truly love the girl.

The longer you wait to say it the more meaningful it will be when you say it.

If you wait 10 years before you say it to her then she might start bawling with happiness as opposed to 10 months where you might get a hug in return

It's been said many times before, but LTRs require a different approach. If you're in a committed, recognized, public LTR with a quality woman, you should definitely let her know.

NO. DO NOT DO IT. If she hasn't said I love you first, you're not playing your cards right. To tell her you love her is to tell her you're powerless, women don't like powerless men. You need to make her love you, love is only synonymous with desire for a woman. Only a man can love, women's love is conditional... No matter what you think this is true, you won't ever find true love like you're looking for. The second you stop being for her what she perceives you as, is the second you stop being "loved".
