ask for a date and set up a specific time, stop trying to be so accommodating and be more straight forward with your intentions

I would pitch a different date idea (coffee or drinks) and ask her when she's free. If she won't commit to a time/place, it's probably not going to happen and I would move on.

If she bounces again, and doesn't make a counter offer, just move on.

Wait a day or so then give her another day/time that's not the gym. If she flakes again then let her go.
