Working your way up is a solid way to go. Off the top of my head, do x number of the things below and then go to the next step.

Say hi
Say hi + compliment
Say hi + introduction + small talk
Say hi + introduction + small talk + ask if single/ask out

Also, I'd get online and try to setup some dates. Small talk a girl for a few messages (something from her bio or pictures) and then ask her out. Aim for a first date of coffee or drinks (depends on the drinking age) because they're cheap, easy, and low pressure.

If the date goes well, invite her back to your place for date 2 and try to have sex (when you get more experience, ask her over after date 1 if you're feeling her).

Note: You're going to fuck up. Accept this now. It's NOT a big deal. We all fuck up, no matter how good we get. Take the lesson and apply it to the next girl.

Note 2: Don't give up. It's going to be emotionally draining at first. But if you continue to push through and put in the numbers, you'll develop a skill you can rely upon your entire life.
