How exactly do you start a „deeper“ relationship with someone?

You have to be willing to be vulnerable , if you want a deeper relationship with someone else you have to learn yourself and what you really want, like the other comment said you might be afraid of losing a friend/rejection but you shouldn't let fear stop you. Know yourself, do interesting things, push forward dont be afraid to make mistakes.

It's because you feel like losing a friend, and therefore never take the step. It happened to me too and the fix is to meet face-to-face and after chatting and getting confortabile with each other, start a topic about your feelings and see where that goes.

I’m kind of the reverse that I only do deeper relationships, but I’ve trouble with shallower connections. For a deep connection, here’s what I have. If the girl is the very caring type, being vulnerable to her will make her want to take care of you (you still need to be overall strong and not clingy/needy). If she’s more self-interested, dig deep into her insecurities and relate to them through your own stories. Ideally you should do both.
