How do you know that a girl’s compliment is flirty or just friendly? What advice/techniques can you suggest as a follow up?

Girls can be funny, she is probably interested and this is her way of showing it, but at the same time she’s terrified of putting herself out there and being less subtle in case you don’t like her back.

In this case you should get more flirty, too late now but I would have replied with something like “sexy right?” or, “I always assumed you preferred bald dudes” - something that will get her expressing her interest more (if it’s there).

That comment alone I wouldn't read toooo much into it, girls can throw compliments out like confetti. She may be showing interest or just likes you in a friendly way. For these kind of instances just throw one back or play it off if it's your personality type "yeah I'm looking delicious" as a joke or something like that. Take it as an opportunity to practice your flirt game and see where the convo goes from there. But of you want her to see you in that way make sure you make your attraction to her clear otherwise it can very easily become a platonic relation (which in and of itself ain't necessarily bad but I'm assuming not what you want)
