How do i tell a woman that if she wants to talk it’s going to have to be in person?

If you haven’t met her in person, it sounds like she’s milking you for attention. She also seems like she’s using Push-Pull on you with “Miss you and need you . . . just joking hehe”.

I would say the best actions moving forward would be withdrawing attention, so you’re only engaging her with text/calls when they’re about logistics for meeting up with you in person. You can’t progress the relationship in any meaningful way until she actually meets you face-to-face. So, if you suggest a meetup, and she says no or makes excuses, then ghost her. If she messages you back a few times and none of the messages are about her meeting up with you, the just don’t respond. She’ll understand that you are at the stage that you only want to communicate if it involves meeting in person.

If she does message you eventually about meeting up, respond to that message suggesting a place, time & date, once you know what evening(s) she’s available. Just take her out for a casual drink, with no pressure at a relaxed (not busy) bar.

If she does stop messaging you completely or never suggests a meetup or tells you when she’s free, then she’s only using you for free attention and she has no intention of progressing the relationship - which means she’s wasting your time. Hard ghost her.

I'd personally disengage little by little. Stop texting back so much or being so available to talk.

Just be like oh sorry I've been busy i haven't been looking at my phone so much. We should hang out soon tho, if you let me know when you're free I'll make sure to be free for you.

Be busy.

"Hey i'm busy right now but i'd love to catch up over (insert any activity here)"

This allows you to gauge her interest level. If she accepts/offers an alternative then she's interested, if she doesn't then she's most likely just seeking attention/a friend/safety net.
