You need to make a move. Get her on a date and once there escalate physically up to a kiss.

Do that ASAP. Don't do confessions of feelings and other shit.

Since you’re young, understand that there are no such things as leagues, it is a self-limiting mindset. The sooner you stop believing that lie, you will have more success with women as you get older.

Never feel like “you’re lucky” or you “deserve” a woman. You will fail with her if you put her on pedestal and don’t treat her like a human being.

Always be direct. Being indirect or timid will get you nowhere. Tell her you think she’s really interesting and attractive you’d like to get to know her. Don’t make a big deal out of it, just have fun and don’t put too much pressure on yourself.
