Hello everyone, first time posting here!

I have found myself multiple times locked in a situation where I've met a girl whether it's in person, over social media or on dating apps and these girls seem to engage with me in conversation well or even enthusiastically.

At some point I've suggested going out for different kind of activities depending on the girl and whatever I feel like doing at the moment and they mostly say yes, we should do that sometime or "whenever you want". But then, when I try to set it up there's some excuse and so I shrug it off (people have their own lives, they might be actually busy so I think nothing of it).

The conversation keeps going well, but If I try to say something lighthearted and flirty trying not get bored with them (since we're clearly not meeting soon) they seem to ignore that and just keep replying to anything else. Eventually if it goes nowhere I just get bored and stop talking to them altogether.

(example: This girl and I talked about how she likes white wine. A friend of my and I where drinking some and I sent her a picture of the bottle asking here if she had tried it along with a caption on the picture with something like "almost as tasty as you" though we speak Spanish and the translation is weird. The response went something like "Oh, yes I know it. It's good".)

So she completely ignores my attempt and I have no idea what to with it or if I'm even interested in her if she's not flirting back. Something similar has happened multiple times and I'm not sure what to do with it. Am I not generating enough interested from them in someway? Am I scaring them off? Are they actually not interested and I'm deluding myself that they are? Is there anything I can do to try and actually save the situation from going stale? Or maybe I'm not doing anything wrong, they're just there for the attention?
