She likes the control she has over you, and she's giving you just enough to keep you in control and so you can keep giving her more of what she wants, which is your attention, maybe dates etc. If she really wanted to fuck you she would, but she's not. If a woman wants to fuck you she fucks you. She is not going to fuck you and theres abaolutely no reason to take it personally as well, you must be doing some sort of service which she wants and doesnt want you to stop.

But if you go and move away she will respect you more for it.
