Malls, parks, coffee shops, bars, clubs, street, etc.

You can start with an indirect opener (with good eye contact and vocal tonality):-

You:- "Hey, do you know where is the church?"

Her:- answers

You:- "Oh btw, I like your shirt/watch/purse/etc. It's so unique/cool. Where'd you get it from?"

Her:- answers

You:- "Cool, I am x btw" (go for handshake)

Otherwise with a direct opener (I personally don't prefer it) like telling her she is cute or adorable. Or situational opener (works the best) where you address something about the environment or about her (maybe she is wearing your fav anime shirt).
