Because controlling large groups of women who are reliant on government assistance is much easier than controlling large groups of disenfranchised men.

Even in a crisis and even when women know they are being mistreated, they are much more agreeable and less willing to go against the status quo.

Think about if a country theoretically tried to take possesion of Haiti and force Haitian people to assimilate. It would be much easier to do this if most of the Haitian men are dead and the ones who are left are unhealthy and emotionally broken and the women/children rely on foreign intervention for survival. If a country tried to take over even if their tech and weaponry is better than that of Haitans if there is still a large amount of relatively healthy men around who have not lost hope then conquering that country will be much more difficult. By only giving benefits to women the UN keeps them complacent, gets rid of problematic men, and sets a good foundation for themselves if they ever expand their influence in that country.

Unfortunately power and manipulation are the name of the game when it comes to the leaders of nations. It's the only way to ensure that your citizens at least are safe and taken care of.

Just look at this stupid war between Russia and Ukraine. China and the US could easily join together and put an end to it. However doing so would subject them to scrutiny and danger that is currently unnecessary. Allowing the war to continue also gives other countries an opportunity to study what Russia and Ukraine are capable of in regards to both weaponry and war tactics, as well as testing developing technology under the guise of supplying aid.

I see the situation playing out similarly to WWII. We won't let either Russia or Ukraine be completely destroyed, but allowing them to tear each other down a bit serves to benefit all the countries who are interested in whatever resources or assets they may have. Like the nuclear energy plants in Ukraine or the vast natural resources in Russia. On top of that someone gets to step in and save the day with lots of disenfranchised, beautiful, widowed Slavic women to go around.

But getting back to the main point, female empowerment is a sham. The women in the circles of the upper echelon of societies don't genuinely care about trivial things like abortion laws and female focused humanitarian aid. Because the people at the top have enough money, power, and influence that they can easily circumvent any gendered hurdle that might get in their way. But posturing and pretending to care about policy that only affects peons gives them a lot of influence and brownie points, particularly among young women.

During the Spanish civil war, a man named Dan West was volunteering as a relief worker, handing out milk to street children (which basically meant "war orphans"), and at one point was explicitly told to not give any to children who looked too weak to survive. That decision, naturally, enraged him, and when he got home, he started up what would become Heifer Project (later Heifer International), a charity dedicated to fighting hunger (and longer-term, poverty and helplessness). It's a wonderful organization that's done, and continues to do, a lot of good all over the world, but what began it was that moment of rejection of the most needy.

Thing is, that rejection was because there wasn't enough milk to go around- someone was going to have to go without, and they figured that it was best to save as many lives as possible.

UN Women doesn't have that excuse.
