Women are too intimidated to look me in the eyes

Is there any kind of situation where you notice this the most? I feel like people who are on their daily commute are less likely to make eye contact than a girl sitting in a coffee shop for example

Also I've noticed that guys do this to me as well, and I don't think I'd describe myself as relatively attractive. I think in general people just keep to themselves when they're out and about, unless you're in a clubbing situation

You sure about that? Have you given thought to them not making eye contact with people they aren't specifically interacting with, and that they don't interact with people unless there's a reason for it?

This is a problem for me because I take eye contact as a necessary IOI before I choose to invest further interest.

Sounds like it really is your problem without any other information.

I'm not so sure you're reading it right. If you're an attractive man meeting attractive women they would be interested and be sending you IOI and eye contact. Maybe you're running in to women with low confidence and low SMV.
